A unique opportunity now exists to address the crisis of quality facing the nation’s health system. The human and financial costs of medical error and
inferior care have been exhaustively documented and an inventory of measures and standards for quality improvement has been developed and is
poised for implementation. The concept of paying for performance, one that exists in most industries, has begun to emerge in healthcare in a variety
of experiments in both the private and public sectors. This forum will address the issue from the perspectives of the payer, provider, and consumer.
